When state-oraganised events need some audience and frills they turn to schools and colleges.

Jayalalithaa on the campus of the State Council for Higher Education off the Marina, a polite invite to Queen Mary’s College down the road went out and lo, a few dozen students were accommodated in the audience for this event.
They were gifted saris, a little bird at the college tells us.
